New Job: University Research Chair in Administrative Law & Governance, University of Ottawa (Faculty of Law, Common Law Section)

After three extraordinarily happy years in Cambridge, I am moving back to Canada, where I will seek to repay the University of Ottawa’s faith in me as a legal scholar, as the University Research Chair in Administrative Law & Governance. Dr. Paul Daly of the University of Cambridge has been awarded a University Research Chair (URC) in Administrative Law and Governance. He will join the Common Law Section on July 1, 2019, where he will use his chair to advance knowledge in the field of administrative law, developing principles to ensure that Canada’s administrative agencies work effectively and justly for the benefit of all Canadians.

Canadians across the country are affected every day by administrative agencies. These bodies make thousands of decisions on everything from setting a fair price for electricity, to the amount of French-language content on cable television, to life-or-death matters such as whether and how refugees can settle in Canada. Dr. Daly’s research will explore how these agencies can act reasonably and fairly as they interpret and use their vast powers.

As an internationally based, top-tier researcher in public law with a history of productive collaboration with uOttawa scholars, Dr. Daly will strengthen the Faculty of Law’s Public Law Group and expand our reputation as a national leader in Canadian law and governance. His award-winning scholarship in the broad field of comparative public law has appeared in leading academic journals and edited collections, and has been frequently cited by courts, most notably the Supreme Court of Canada and the Irish Supreme Court.

Dr. Daly is currently a University Senior Lecturer in Public Law at the University of Cambridge and the Derek Bowett Fellow in Law at Queens’ College, Cambridge. Prior to joining Cambridge, he was an Associate Dean and an Associate Professor at the University of Montreal. He previously worked at the University of Ottawa and Lerners LLP in Toronto. 

Dr. Daly maintains an internationally read blog on his website, Administrative Law Matters, and regularly speaks to the media. He also liaises with governmental agencies and political aides and frequently testifies before parliamentary committees. Fluent in English and French, he is a regular speaker at academic conferences, judicial and administrative training seminars, and continuing legal education events. 

Dr. Daly’s initial term as the URC in Administrative Law and Governance will cover a period of five years, beginning on July 1, 2019, and will be renewable for a second five-year term in 2024.
